fix(cli): detect bun: protocol imports and re-exec under Bun

Browse Source 
Catch ERR_UNSUPPORTED_ESM_URL_SCHEME with bun: protocol in addition
to ReferenceError "Bun is not defined" when deciding to re-exec.
