feat: add starter template option and Coder Desktop URLs to scripts/develop (#23149)

- Add `--starter-template` option and properly create starter template
  with name and icon
- Add Coder Desktop URLs to listening banner
- Makefile tweak to avoid rebuilding `scripts/develop` every time Go
  code changes
