feat(coderd): allow workspace owners to mark workspaces as favorite (#11791)

Browse Source 
- Adds column `favorite` to workspaces table
- Adds API endpoints to favorite/unfavorite workspaces
- Modifies sorting order to return owners' favorite workspaces first
