Follow-on to:
- https://github.com/coder/coder/pull/25089
`coder exp sync start` still printed a generic success message when the
unit was ready on the first status check. That hid whether the unit had
no dependencies or had dependencies that were already satisfied before
`sync start` ran.
Before:

## Solution
Print explicit startup output for both ready-at-first-check cases.
After, dependencies already satisfied:
```text
Unit "test-unit" started immediately, dependencies already satisfied: [dep-unit, dep-unit-2]
```
After, no dependencies:
```text
Unit "test-unit" started with no dependencies
```
The existing waiting path is unchanged and still reports the
dependencies while waiting and after waiting finishes.

## Problem
`coder exp sync want` and `coder exp sync start` both printed generic
success messages, which hid the dependency units involved in startup
coordination.
Before, declaring dependencies with `sync want` printed:

Before, `sync start` printed while waiting, then finished with another
generic success message:

Waiting for dependencies of unit 'test-unit' to be satisfied...
Success
```
## Solution
Print the dependency units in both cases, using wording that matches
where the command is in the lifecycle.
After, `sync want` prints the dependencies it declared for the unit:
```text
Unit "test-unit" declared dependencies: [dep-unit]
```
After, `sync start` enumerates the dependencies while it is waiting,
then prints the same dependencies after the unit starts executing:
```text
Unit "test-unit" is waiting for dependencies to be satisfied: [dep-unit, dep-unit-2]
Unit "test-unit" finished waiting for dependencies: [dep-unit, dep-unit-2]
```
The sync golden tests now cover the updated output, including multiple
dependencies for `sync start`.
Previously the command required exactly two arguments, forcing users to
run it multiple times to declare multiple dependencies for a single
unit.
This accepts variadic depends-on arguments so all dependencies can be
declared in one call:

WaitBuffer is a thread-safe io.Writer that supports blocking until
accumulated output matches a substring or custom predicate. It
replaces ad-hoc safeBuffer/syncWriter types and time.Sleep-based
poll loops in tests with signal-driven waits.
- WaitFor/WaitForNth/WaitForCond for blocking on output
- Replace custom buffer types in cli/sync_test.go and
provisionersdk/agent_test.go
- Convert time.Sleep poll loops to require.Eventually/require.Never
in cli/ssh_test.go, coderd/activitybump_test.go,
coderd/workspaceagentsrpc_test.go, workspaceproxy_test.go, and
scaletest tests
The `start_with_dependencies` golden test was flaky on Windows CI. It
used `time.Sleep(100ms)` in a goroutine hoping the `sync start` command
would have time to call `SyncReady`, find the dependency unsatisfied,
and print the "Waiting..." message before the goroutine completed the
dependency.
On slower Windows runners, the sleep could finish and complete the
dependency before the command's first `SyncReady` call, so `ready` was
already `true` and the "Waiting..." message was never printed, causing
the golden file mismatch.
This replaces the `time.Sleep` with a `syncWriter` that wraps
`bytes.Buffer` with a mutex and a channel. The channel closes when the
written output contains the expected signal string ("Waiting"). The
goroutine blocks on this channel instead of sleeping, so it only
completes the dependency after the command has confirmed it is in the
waiting state.

This PR makes the change across the codebase. The PR in the stack above modifies our formatting to maintain this state of affairs, and is a separate PR so it's possible to review that one in detail.
Upgrades to slog v3 which includes a small, but backward incompatible API change to the acceptible call arguments when logging. This change allows us to verify via compile time type checking that arguments are correct and won't cause a panic, as was possible in slog v1, which this replaces (v2 was tagged but never used in coder/coder).
It also updates dependencies that also use slog and were updated.
I've left the `aibridge` dependency as a commit SHA, under the assumption that the team there (cc @pawbana @dannykopping ) will tag and update the dependency soon and on their own schedule.
Other dependencies, I pushed new tags.

In this pull request, we enable a new set of experimental cli commands
grouped under `coder exp sync`.
These commands allow any process acting within a coder workspace to
inform the coder agent of its requirements and execution progress. The
coder agent will then relay this information to other processes that
have subscribed.
These commands are:

the repository and for running claude code would coordinate in the

Notes:
* Unit names (ie. `claude` and `git`) given as input to the sync
commands are arbitrary strings. You do not have to conform to specific
identifiers. We recommend naming your scripts descriptively, but
succinctly.
* Scripts unit names should be well documented. Other scripts will need
to know the names you've chosen in order to depend on yours. Therefore,
