## Problem
The CLI does not honor `default` values on template parameters in two
ways:
1. **`--use-parameter-defaults` rejects empty-string defaults.** The
check `parameterValue != ""` means `default = ""` in Terraform falls
through to an interactive prompt. In CI this causes an EOF error.
2. **`--use-parameter-defaults` only exists on `coder create`.** The
`start`, `update`, and `restart` commands never wire it through. SSH
auto-start passes empty `workspaceParameterFlags{}`, so users SSH-ing
into a stopped workspace with new template parameters get stuck in an
interactive prompt they cannot complete.
## Fix
### 1. Fix empty-string default detection and expose flag on all
commands
Replace `parameterValue != ""` with a check based on `!tvp.Required`. A
parameter with `Required==false` always has a valid default in
Terraform, even if that default is `""`. Also respect CLI defaults
provided via `--parameter-default`.
Move `--use-parameter-defaults` from a standalone option on `create`
into the shared `workspaceParameterFlags` struct. This exposes the flag
(and `CODER_WORKSPACE_USE_PARAMETER_DEFAULTS`) on `start`, `update`, and
`restart` via `allOptions()`. Wire it through
`buildWorkspaceStartRequest` so the resolver receives it.
### 2. SSH auto-start always uses defaults
Set `useParameterDefaults: true` on both `startWorkspace` calls in the
SSH auto-start path (initial start and the forbidden/upgrade fallback).
SSH is non-interactive and should never prompt.

## Problem
When a template adds a new immutable parameter, `coder update
--parameter param=value` fails with:

The interactive prompt handles this correctly (allows setting first-time
immutable params), but the CLI `--parameter` flag path does not.
## Root Cause
In `cli/parameterresolver.go`, `verifyConstraints()` runs before the
interactive prompt and unconditionally rejects any immutable parameter
during updates. It doesn't distinguish between **new** immutable
parameters (first-time use, should be allowed) and **existing** ones
(already set, should be blocked from changing).
## Fix
Added an `isFirstTimeUse` check to the immutable parameter constraint,
matching the logic already used by the interactive prompt path (line
323). New immutable parameters can now be set via `--parameter`, while
existing immutable parameters are still blocked from being changed.
## Testing
Added `TestUpdateValidateRichParameters/NewImmutableParameterViaFlag`
which:
1. Creates a workspace with a mutable parameter
2. Updates the template to add a new immutable parameter
3. Runs `coder update --parameter immutable_param=value`
4. Verifies the update succeeds and the parameter is set correctly

We've noticed lots of flakes in `go test -race` tests that use the echo provisioner. I believe the root cause of this to be https://github.com/coder/coder/pull/17012/, where we started mutating the `echo.Responses`. This only caused issues as we previously shared `echo.Responses` across multiple test cases.
This PR is therefore the same as https://github.com/coder/coder/pull/17128, but I believe this is all the cases where an `echo.Responses` is shared between tests - including tests that haven't flaked (yet).
Fixes a race in TestUpdateValidateRichParameters where the parameter is sent prior to the prompt.

This PR aims to rename `build-option` to `ephemeral-parameters` based on
#10488 conversation.
`build-option` has been renamed `ephemeral-parameter` and can be used to
define a value for an ephemeral parameter in the template.
`build-options` has been renamed `prompt-ephemeral-parameters` and can
be used to prompt the user to put values for the ephemeral parameters in
the template.
