Zach 47ac4b309a feat: enforce per-user limits on user_secrets (#25588)
Add a Postgres trigger and matching codersdk constants that cap each
user's secrets in four dimensions: count (50), total stored value bytes
(200 KiB), env-injected stored value bytes (24 KiB), and env name length
(256 bytes). Without these caps a user could overflow the 4 MiB DRPC
agent manifest, the ~32 KiB Windows process env
block, or Linux/macOS ARG_MAX at workspace start. The trigger is the
source of truth on aggregates; the handler maps its check_violation
error into a 400 that names the per-user budget in stored
(post-encryption) bytes. A handler test exercises off-by-one at each cap
across POST and PATCH, plus per-user budget isolation.

dylanhuff-at-coder 441854daa8 feat: add user secrets client utilities (#25370)
Add frontend API methods, mocks, and form helpers for user secrets CRUD. The new client methods cover list, get, create, update, and delete requests, including URL encoding for secret names used in route paths.

Add user secret form utilities for create and update payload construction, required create field checks, and structured API validation error mapping back to form fields. User secret name validation now lives in codersdk with tests, and coderd returns field-level validation errors for create, update, and uniqueness conflicts so the frontend can show backend-owned validation results consistently.

Zach 0832033a73 fix: relax secrets env var denylist for model providers (#24344)
Previously we reserved some env vars that may collide with AI gateway.
These were incomplete and take away flexibility from the user, which
we're prioritizing in the first iteration of the feature.

Zach 6fb27c980d fix: remove OIDC_TOKEN from secrets deny lsit (#24337)
This was originally added because it was present in `env` output in
dogfood, but it's specifically injected in the dogfood template so it
doesn't make sense to deny across the board for a secret environment
variable name.

Zach 4854f33678 feat: add secret value and file path validation (#24269)
Add secret value validation to reject null bytes and values exceeding 32KB.
The 32KB limit applies uniformly to both env var and file secrets because the
value field is shared and the destination can change after creation.

Add file path validation to also reject null bytes and paths exceeding 4096
bytes.

Wire up secret value validation into both POST and PATCH handlers.

Zach 7caef4987f feat: add input validation for user secret env names and file paths (#24103)
Adds backend validation for user secret environment variable names and file paths.

Env name validation enforces POSIX naming rules and blocks a deliberately aggressive denylist of reserved names and prefixes. The denylist errs on the side of blocking too much since it's easier to remove entries later than to add them after users have created conflicting secrets.

File path validation requires paths to start with ~/ or /.
