Adds an optional dbcrypt wrapper around gitsshkeys.private_key. The
column is encrypted on insert and update through enterprise/dbcrypt when
external token encryption is configured, and decrypted on read.
A new private_key_key_id column references
dbcrypt_keys(active_key_digest) so revocation safety is enforced by the
existing foreign key. Rows with a NULL key_id stay plaintext and remain
readable. Existing plaintext rows can be backfilled by running `coder
server dbcrypt rotate`.

Adds an end-to-end enterprise CLI test to ensure legacy AI provider keys seeded at server startup are encrypted at rest when DBCrypt external token encryption is enabled, preventing regressions related to #25699.

Extend the delete_deleted_user_resources() trigger so that secrets
belonging to a soft-deleted user are removed in the same transaction as
the existing api_keys and user_links cleanup.
user_secrets.user_id has ON DELETE CASCADE, but Coder soft-deletes users
by flipping users.deleted rather than removing the row, so the foreign key
cascade never fires and secrets would otherwise survive deletion.

Add dbcrypt support for user secret values. When database encryption is
enabled, secret values are transparently encrypted on write and
decrypted on read through the existing dbcrypt store wrapper.
- Wrap `CreateUserSecret`, `GetUserSecretByUserIDAndName`,
`ListUserSecretsWithValues`, and `UpdateUserSecretByUserIDAndName` in
enterprise/dbcrypt/dbcrypt.go.
- Add rotate and decrypt support for user secrets in
enterprise/dbcrypt/cliutil.go (`server dbcrypt rotate` and `server
dbcrypt decrypt`).
- Add internal tests covering encrypt-on-create, decrypt-on-read,
re-encrypt-on-update, and plaintext passthrough when no cipher is
configured.
This PR is the first in a series aimed at closing
[#15109](https://github.com/coder/coder/issues/15109).
### Changes
- **Template Database Creation:**
`dbtestutil.Open` now has the ability to create a template database if
none is provided via `DB_FROM`. The template database’s name is derived
from a hash of the migration files, ensuring that it can be reused
across tests and is automatically updated whenever migrations change.
- **Optimized Database Handling:**
Previously, `dbtestutil.Open` would spin up a new container for each
test when `DB_FROM` was unset. Now, it first checks for an active
PostgreSQL instance on `localhost:5432`. If none is found, it creates a
single container that remains available for subsequent tests,
eliminating repeated container startups.
These changes address the long individual test times (10+ seconds)
reported by some users, likely due to the time Docker took to start and
complete migrations.

This enables dbcrypt by default, but the feature is soft-enforced on supplying external token encryption keys. Without specifying any keys, encryption/decryption is a no-op.
