Danny Kopping c50b0e84b9 feat!: default CODER_AI_GATEWAY_ENABLED to true (#25575)
`CODER_AI_GATEWAY_ENABLED` / `CODER_AIBRIDGE_ENABLED` is now being defaulted to `true` now that it will be used by Coder Agents.

If you previously had this value disabled explicitly, that value will persist.

Jake Howell d700f9ebc4 fix: restore block to Managed Agents on Enterprise (#22210)
#21998 accidentally allowed `Managed Agents` usages whilst being on an
`Enterprise` license. This was incorrect, it should work as the
following (same as prior to #21998).

Jake Howell 051ed34580 feat: convert soft_limit to limit (#22048)
In relation to
[`internal#1281`](https://github.com/coder/internal/issues/1281)

Remove the `soft_limit` field from the `Feature` type and simplify
license limit handling. This change:

- Removes the `soft_limit` field from the API and SDK
- Uses the soft limit value as the single `limit` value in the UI and
API
- Simplifies warning logic to only show warnings when the limit is
exceeded
- Updates tests to reflect the new behavior
- Updates the UI to use the single limit value for display

Jake Howell 203899718f feat: remove agent workspaces limit (#21998)
In relation to
[`internal#1281`](https://github.com/coder/internal/issues/1281)

Managed agent workspace build limits are now advisory only. Breaching
the limit no longer blocks workspace creation — it only surfaces a
warning.

- Removed hard-limit enforcement in `checkAIBuildUsage` so AI task
builds are always permitted regardless of managed agent count.
- Updated the license warning to remove "Further managed agent builds
will be blocked." verbiage.
- Updated tests to assert builds succeed beyond the limit instead of
failing.
- Removed the "Limit" display from the `ManagedAgentsConsumption`
progress bar — the bar is now relative to the included allowance (soft
limit) only, and turns orange when usage exceeds it.

Bonus:

- De-MUI'd `LicenseBannerView` — replaced Emotion CSS and MUI `Link`
with Tailwind classes.
- Added `highlight-orange` color token to the Tailwind theme.

Cian Johnston c2c225052a chore(enterprise/coderd): ensure TestManagedAgentLimit differentiates between tasks and workspaces (#21731)
My previous change to this test did not create another **workspace**
using the template containing `coder_ai_task` resources, meaning that
this test was not actually testing the right thing. This PR addresses
this oversight.

Steven Masley 799b190dee fix: do not enforce managed agent limit for non-task workspaces (#21689)
Only task workspaces have the checks in wsbuilder for violating the
managed agent caps in the license.

Stopped tasks that are resumed with a regular workspace start **still
count as usage**.

Zach 091d31224d fix: replace moby/moby namesgenerator with internal implementation (#21377)
Replace the external moby/moby/pkg/namesgenerator dependency with an
internal implementation using gofakeit/v7. The moby package has ~25k
unique name combinations, and with its retry parameter only adds a
random digit 0-9, giving ~250k possibilities. In parallel tests, this
has led to collisions (flakes).

The new internal API at coderd/util/namesgenerator eliminates the
external dependnecy and offers functions with explicit uniqueness
guarantees. This PR also consolidates fragmented name generation in a
few places to use the new package.

namesgenerator package API:
- NameWith(delim): random name, not unique
- NameDigitWith(delim): random name with 1-9 suffix, not unique
- UniqueName(): guaranteed unique via atomic counter
- UniqueNameWith(delim): unique with custom delimiter

Names continue to be docker style `[adjective][delim][surname]`. Unique
names are truncated to 32 characters (preserving the numeric suffix) to
fit common name length limits in Coder.

Spike Curtis 49b34a716a fix: fix slog to always use array of Fields (#21426)
Upgrades to slog v3 which includes a small, but backward incompatible API change to the acceptible call arguments when logging. This change allows us to verify via compile time type checking that arguments are correct and won't cause a panic, as was possible in slog v1, which this replaces (v2 was tagged but never used in coder/coder).

It also updates dependencies that also use slog and were updated.

I've left the `aibridge` dependency as a commit SHA, under the assumption that the team there (cc @pawbana @dannykopping ) will tag and update the dependency soon and on their own schedule.

Other dependencies, I pushed new tags.

Zach 4d1003eace fix: remove initial global HTTP client usage (#20128)
This PR makes the initial steps at removing usage of the global Go HTTP
client, which was seen to have impacts on test flakiness in
https://github.com/coder/internal/issues/1020. The first commit removes
uses from tests, with the exception of one test that is tightly coupled
to the default client. The second commit makes easy/low-risk removals
from application code. This should have some impact to reduce test flakiness.

- Adds a query for counting managed agent workspace builds between two
timestamps
- The "Actual" field in the feature entitlement for managed agents is
now populated with the value read from the database
- The wsbuilder package now validates AI agent usage against the limit
when a license is installed

Spike Curtis b5fbfd727c fix: fix hang in teardown of TestConn_CoordinatorRollingRestart (#15624)
fixes a flake seen on main: https://github.com/coder/coder/actions/runs/11967210463/job/33364072261

the TCP echo server had a waitgroup to ensure that all accepted connections get torn down, but no explicit teardown of the connection. We depended on the tailnet agent closing its side of the connection, which depends on closing the tunneled connection. The tunneled `FIN` could race with tearing down the tunnel itself.

So, this PR adds explicit `t.Cleanup` to close the echo connection. It also removes the waitgroup. The purpose of the waitgroup was to ensure that all goroutines created by the echo listener get shut down, but we have `goleak` for that, which fails much faster than the 20 minutes this test run took.

Spike Curtis 5861e516b9 chore: add standard test logger ignoring db canceled (#15556)
Refactors our use of `slogtest` to instantiate a "standard logger" across most of our tests.  This standard logger incorporates https://github.com/coder/slog/pull/217 to also ignore database query canceled errors by default, which are a source of low-severity flakes.

Any test that has set non-default `slogtest.Options` is left alone. In particular, `coderdtest` defaults to ignoring all errors. We might consider revisiting that decision now that we have better tools to target the really common flaky Error logs on shutdown.

Removes our pseudo rbac resources like `WorkspaceApplicationConnect` in favor of additional verbs like `ssh`. This is to make more intuitive permissions for building custom roles.

Steven Masley cb6b5e8fbd chore: push rbac actions to policy package (#13274)
Just moved `rbac.Action` -> `policy.Action`. This is for the stacked PR to not have circular dependencies when doing autogen. Without this, the autogen can produce broken golang code, which prevents the autogen from compiling.

So just avoiding circular dependencies. Doing this in it's own PR to reduce LoC diffs in the primary PR, since this has 0 functional changes.

Kyle Carberry 03ab37b343 chore: remove middleware to request version and entitlement warnings (#12750)
This cleans up `root.go` a bit, adds tests for middleware HTTP transport
functions, and removes two HTTP requests we always always performed previously
when executing *any* client command.

It should improve CLI performance (especially for users with higher latency).

Spike Curtis af3fdc68c3 chore: refactor agent routines that use the v2 API (#12223)
In anticipation of needing the `LogSender` to run on a context that doesn't get immediately canceled when you `Close()` the agent, I've undertaken a little refactor to manage the goroutines that get run against the Tailnet and Agent API connection.

This handles controlling two contexts, one that gets canceled right away at the start of graceful shutdown, and another that stays up to allow graceful shutdown to complete.

  a) Passing client from coderdenttest.New() to clitest.SetupConfig() similar to what already exists for AGPL code
  b) Usage of any method of the owner client from coderdenttest.New() - all usages of the owner client must be justified with a `//nolint:gocritic` comment.
* Fixed resulting linter complaints.
* Added new coderdtest helpers CreateGroup and UpdateTemplateMeta.
* Modified check_enterprise_import.sh to ignore scripts/rules.go.

- Adds commands `server dbcrypt {rotate,decrypt,delete}` to re-encrypt, decrypt, or delete encrypted data, respectively.
- Plumbs through dbcrypt in enterprise/coderd (including unit tests).
- Adds documentation in admin/encryption.md.

This enables dbcrypt by default, but the feature is soft-enforced on supplying external token encryption keys. Without specifying any keys, encryption/decryption is a no-op.
