Adds three new UserAppearanceSettings fields (theme_mode, theme_light,
theme_dark) on top of the existing theme_preference and terminal_font.
Replaces GetUserThemePreference and GetUserTerminalFont with a single
GetUserAppearanceSettings aggregate query. The PUT handler is wrapped in
db.InTx so sync-mode's mode + slot writes can never half-apply.
The agents-access role previously granted chat permissions at user
scope, but chats are org-scoped objects. Rego skips user-level perms
when org_owner is set, making the grants invisible. Handler-level
band-aids used synthetic non-org-scoped objects as a workaround.
- Migrates agents-access from users.rbac_roles (site-level) to
organization_members.roles (org-scoped) via DB migration
- Redefines agents-access as a predefined org-scoped builtin role
alongside organization-admin, organization-auditor, etc., with
Member permissions granting chat create/read/update
- Excludes ResourceChat from OrgMemberPermissions so org membership
alone no longer grants chat access
- Fixes handler Authorize checks to use org-scoped objects with
semantically correct actions (ActionUpdate for message/tool operations)
- Grants org admins the ability to assign agents-access

## Summary
- avoid duplicating preset headers when cachecompress serves compressed
`/bin/*` responses
- add a cachecompress regression test for preset
`X-Original-Content-Length` and `ETag` headers
- strengthen site binary tests to assert those headers stay
single-valued
## Problem
`site/bin.go` sets `X-Original-Content-Length` and `ETag` on the real
response writer before delegating.
`cachecompress` then snapshotted those headers and replayed them with
`Header().Add(...)`, which duplicated them on compressed responses.
For `coder-desktop-macos`, duplicate `X-Original-Content-Length` values
can collapse into a comma-separated string and fail `Int64` parsing,
causing the file size to show as `Unknown`.

Refactors the options to the site handler to take the cache directory, rather than expecting the caller to call `ExtractOrReadBinFS` and pass the results.
This is important in this stack because we need direct access to the cache directory for compressed file caching.

As part of this, I refactored the error template to take in a slice of
actions rather than using individual booleans and strings to control the
behavior.
We decided a link resolves the issue for now so that is what I added,
although we may want to consider a way to start the workspace and follow
the logs dynamically on that page and then show the app when finished
(similar to the tasks page), or at least make the link automatically
start the workspace instead of only taking you to the dashboard where
you have to then start the workspace.
This PR makes the initial steps at removing usage of the global Go HTTP
client, which was seen to have impacts on test flakiness in
https://github.com/coder/internal/issues/1020. The first commit removes
uses from tests, with the exception of one test that is tightly coupled
to the default client. The second commit makes easy/low-risk removals
from application code. This should have some impact to reduce test flakiness.
This will be used in the extensions and desktop apps to enable
compression AND progress reporting for the download by comparing the
original content length to the amount of bytes written to disk.

## Changes
- Adds the `telemetry_items` database table. It's a key value store for
telemetry events that don't fit any other database tables.
- Adds a telemetry report when HTML is served for the first time in
`site.go`.

The default file server would also list all files in a directory.

If `httpmw.ExtractAPIKey` fails when we are rendering an HTML page, the
HTML output will be dirtied with the error repsonse and the HTTP status
will also be wrong.
The use of this function in the `renderHTMLWithState` is additive, and
failure means we simply can't embed static data. To fix this, we can
simply pass a `http.ResponseWriter` that is no-op.

Some contexts were moved closer to use so that test setup doesn't affect
timeout. And timeout was increased for some others to avoid flakyness
due to slow test runners.

This adds apps as a property to a workspace agent.

Apps will be opened in the dashboard or via the CLI
with `coder open <name>`. If `command` is specified, a
terminal will appear locally and in the web. If `target`
is specified, the browser will open to an exposed instance
