fix: update task link AppStatus using task_id (#20543)
Fixes https://github.com/coder/coder/issues/20515
Alternative to https://github.com/coder/coder/pull/20519
Adds `task_id` to `workspaces_expanded` view and updates the "View Task"
link in `AppStatuses` component.
NOTE: this contains a migration
