# Canonicalize API Key Scopes
This PR introduces canonical API key scopes with a `coder:` namespace prefix to avoid collisions with low-level resource:action names. It:
1. Renames special API key scopes in the database:
- `all` → `coder:all`
- `application_connect` → `coder:application_connect`
2. Adds support for a new `scopes` field in the API key creation request, allowing multiple scopes to be specified while maintaining backward compatibility with the singular `scope` field.
3. Updates the API documentation to reflect these changes, including the new endpoint for listing public API key scopes.
4. Ensures backward compatibility by mapping between legacy and canonical scope names in relevant code paths.
The file cache was caching the `Unauthorized` errors if a user without
the right perms opened the file first. So all future opens would fail.
Now the cache always opens with a subject that can read files. And authz
is checked on the Acquire per user.
* chore: create type for unique role names
Using `string` was confusing when something should be combined with
org context, and when not to. Naming this new name, "RoleIdentifier"
Organization member's table is already scoped to an organization.
Rolename should avoid having the org_id appended.
Wipes all existing organization role assignments, which should not be used anyway.
* chore: merge authorization contexts
Instead of 2 auth contexts from apikey and dbauthz, merge them to
just use dbauthz. It is annoying to have two.

go mod requires semantic versioning with versions greater than 1.x

The codersdk was becoming bloated with consts for the workspace
agent that made no sense to a reader. `Tailnet*` is an example
of these consts.
* chore: remove `Get` prefix from *Client functions
* chore: remove `BypassRatelimits` option in `codersdk.Client`
It feels wrong to have this as a direct option because it's so infrequently
needed by API callers. It's better to directly modify headers in the two
places that we actually use it.

`codersdk.Response` lived in `error.go`, which is wrong.
* chore: refactor workspace agent functions into agentsdk
It was odd conflating the codersdk that clients should use
with functions that only the agent should use. This separates
them into two SDKs that are closely coupled, but separate.

* chore: Implement standard rbac.Subject to be reused everywhere
An rbac subject is created in multiple spots because of the way we
expand roles, scopes, etc. This difference in use creates a list
of arguments which is unwieldy.
Use of the expander interface lets us conform to a single subject
in every case
- move OAuth-related fields off of api_keys into a new user_links table
- restrict users to single form of login
- process updates to user email/usernames for OIDC
- added a login_type column to users
