Cian Johnston 1df7589105 feat(coderd/database/dbtestutil): add ability to dump database on failure (#9704) 
Adds dbtestutil.DumpOnFailure() to allow dumping the entire test database contents upon test failure.
This does nothing for dbfake currently.
