* Attempts reading cgroupv1 quota, period, usage from /sys/fs/cgroup/cpu,cpuacct by default
* Fall back to /sys/fs/cgroup/cpu for v1 quota and period
* Fall back to /sys/fs/cgroup/cpuacct for v1 usage
